Turnkey: the fully managed, no-cost path

The Sponsors of Mass Save offer Turnkey solutions for moderate-income households and renters: one fully managed process, from eligibility to installation, with no-cost weatherization, no-cost heat pumps for qualifying homes, and help removing the barriers that usually block this work. You don't chase quotes. There is no cost to you for work covered by the program.

Who can qualify

Moderate-income households

Statewide, in 1 to 4 unit buildings. Income is verified through a simple online tool, if your household qualifies, whole categories of work become no-cost.

Renters

Renters across Massachusetts qualify for no-cost weatherization and up to 100% coverage of pre-weatherization barriers, and in many cases much more. Landlord participation is coordinated as part of the process.

Homes in designated equity communities

In designated equity communities, every home qualifies for no-cost weatherization, and rental buildings can qualify for the full package, including heat pumps, without income verification.

What Turnkey may include

No-cost weatherization

Insulation and air sealing completed at no cost, the foundation of a comfortable, efficient home.

No-cost heat pumps

For qualifying homes heating with oil, propane or electric resistance, modern heating and cooling in one system, fully covered.

Barrier remediation, up to 100%

The problems that usually stop weatherization, knob-and-tube wiring, asbestos, vermiculite, mold, structural issues, can be covered up to 100% so the efficiency work can happen.

Electrical upgrades

Panel and service upgrades needed for electrification can be covered up to 100% for qualifying projects.

Heat pump water heaters

Covered in certain cases, for example, when tied to the existing heating system.

Quality assurance

A program Lead Vendor reviews the design, sizing and price, and quality-checks the installed work. Every project is approved before work begins.

Homes heated with natural gas qualify for the no-cost weatherization and barrier remediation portions (heat pump measures follow different rules, we'll confirm what applies to your home).

Designated equity communities include Framingham, Everett, Malden, Revere, Chelsea, Lynn, Lowell, Lawrence, Brockton, Worcester, New Bedford, Fall River, Springfield, Quincy, Salem, Fitchburg, Pittsfield, Woburn and several Boston neighborhoods. If your address is on the program map, no-cost weatherization applies to every home, and rental buildings may qualify for the full Turnkey package. We check your address when you book.

How the process works

Check eligibility

If income verification is needed, it's done through a quick online tool. We help you through it and confirm what your home qualifies for.

Home energy assessment

The same no-cost assessment every customer starts with. It opens the Turnkey path and maps exactly what your home needs.

Approval before work

Your project is submitted and approved first. The program reviews design, sizing and price, you don't gather quotes yourself.

Installation, managed

The work is completed by participating contractors and quality-checked by the program's Lead Vendor.

Common questions

Is this really no-cost?
For qualifying households, the covered measures, weatherization, approved barrier remediation, and heat pumps for eligible homes, are completed at no cost. Every project is approved in writing before any work happens, so there are no surprises.
I rent. Do I need my landlord?
For weatherization, renter participation is straightforward. For heat pump measures in rented units, the landlord and tenant sign a simple electrification agreement, we coordinate that as part of the process.
What if my house has knob-and-tube or asbestos?
That's exactly what barrier remediation exists for. Under Turnkey, those blockers can be covered up to 100% so your home can move forward with weatherization.
